Cadastral Mapping and Centerline Conflation

EnterInfo has provided GIS consulting, data conversion, mapping, and utilities automation services to the City of Baltimore since 1993. Various services have been successfully performed including cadastral mapping, database attributing, E911 address input and verification, centerline conflation, scanning, data conversion, raster overlaying and digitization, utility digital layer construction, and utilities management automation.

          Baltimore City Mapping

Data from many sources have been compiled to produce the base map of the City. These include previous planimetric mapping layers, engineering design drawings, aerial photography, as-built documents, utility plats, E911 database, and parcel block maps. EnterInfo used a combination of data integration tools and methodologies to merge and edge match the maps to create seamless City-wide maps. AML utilities were developed to automate the parcel creation and centerline conflation. Attributes from the E911 database were conflated onto the centerlines created from the aerial photography process. The City’s block plats were scanned and on-screen traced to update the parcel layers.

At the early stage of the project, digital data was created in ESRI shapefile format. Starting approximately in 1998, coverage files became the standard deliverable format. All the work performed after 2002 used Oracle as the standard backend. The City of Baltimore requires high data accuracy. The DogCreek QA/QC program is used to verify the integrity of all the Oracle database records and all of the data layers created.
