Delaware Real Time Crime Report (RTCR) System
The Real Time Crime Reporting
(RTCR) System is designed to display maps indicating where reported crime
has occurred, thus focusing on crime intervention through an analytical
approach. The understanding of the
location and types of crimes can improve policing attempts to fight crime, and
help deploy resources more efficiently.

The RTCR System is an Oracle Spatial Cartridge
web-based mapping system accessible using a generic web browser (either
Microsoft Explorer or Netscape). The
system was developed using Intergraph’s
Web Map GIS software, Microsoft’s Active Server Pages (ASP) and HTML.
The RTCR system is tightly integrated
with the Delaware statewide
IT infrastructure. On the regular basis,
RTCR automatically retrieves the most updated crime related information from
the state mainframe databases to create a crime data subset that is needed by
the RTCR users. Through RTCR, users can
analyze this information and view results in maps display, tabular detailed
report, and exported RTCR System crime format.
Scope of Services

Solutions provided GIS/IT consulting services to the Delaware Department of
Public Safety. This consulting has been
in the form of onsite and off site services performed by the Development and Consulting Services Group.
The services include:

- GIS data model construction
- Oracle Spatial Database design and expertise
- Web map server application development
- Web map GUI development
- System integration
- System testing
- Documentation and training
RTCR received special recognitions from the then Governor Carver during many
occasions. It has been an important
component for crime fighting in Delaware.
